France is probably the only country in the world where one can find the widest variety of artisanal know-how (some of which goes back several centuries), and where these multiple traditions have been preserved – and updated – as talent and inspiration sometimes team up with fashion and contemporary design. The table arts, jewellery, stained-glass windows, bell foundries, cabinetmaking, textiles...
You are cordially invited to take a « Tour de France » of authenticity, an itinerary of excellence.Created on the initiative of local elected officials concerned about promoting the cultural wealth and diversity of Arts and Crafts in their city, the Arts and Crafts City label (« Ville et Métiers d’Art ») groups together a selection of 64 towns and villages for which excellence and authencity are top priorities.

Arts Council England is the national development agency for the arts in England, distributing public money from Government and the National Lottery

The Arts Council has adopted a more modern definition of the arts, one that is open to current trends in emerging arts practice, in arts and technology, and in breaking down the boundaries between art forms, and between the arts and other diciplines

The Arts Council takes a contemporary, international approach to the arts to ensure that english artists benefit from the best of the arts from outside the UK.

The creative industries are a priority growth sector for Birmingham and include traditional craft-based industries such as jewellery alongside media, music etc. The City Council has secured European funding of more than 2.6 million euros for the the development of the creative industries under the 2000-2006 West Midlands Objective 2 ERDF programme. This will enable Birmingham to improve the supportinfrastructures available and to attract and retain talent in the city.

Although the creative industries now embrace many different sectors, ensuring the continued presence of a thriving, sustainable jewellery sector in the city and building on its strong tradition remains a key commitment of the City Council.
Birmingham has a long tradition of working with precious metals, dating back to the 14th century but the industry really began to develop in the 17th century and by the mid 18th century the Jewellery Quarter was a recognised area of the city. It still exists today and is home to over 500 businesses involved in the jewellery trade. More than one third of all jewellery produced in the UK is made in Birmingham.

In 1998, a planning framework called the Jewellery Quarter Urban Village was put in place to ensure that any new developments would retain the historic and unique character of the Jewellery Quarter whilst not inhibiting innovative and exciting contemporary design. The Birmingham School of Jewellery founded in 1890 is to be found at the heart of the Jewellery Quarter. The School has been completely rebuilt behind the original façade to provide inspirational surroundings for the training of young designers in jewellery and silverware. Opposite the School is the Jewellery Industry Innovation Centre which was established to assist companies within the Jewellery Industry and allied trades with research and development, and new technology applications. There is also a Museum of the Jewellery Quarter showing how craftspeople worked in the 19th C.

The Jewellery Quarter has now become a focus for the wider creative industries with glassmakers, textile artists, performing arts companies all choosing to work from there. It has also become a visitor attraction in its own right and part ofthe tourism offer of the City.

The City of Birmingham celebrates its tradition of jewellery design and making with a festival called Brilliantly Birmingham,m which takes place during the months of November and December each year. Work by designer-makers based in Birmingham is displayed in many different and sometimes unexpected locations across the city. This year, for the first time, the festival will also include work by international jewellers including young designer-makers from France (Lyon) and Australia.

Site Context

In 1998, the City Council, English Partnerships (now Advantage West Midlands Regional Development Agency), the UrbanVillage Forum (now the Prince's Foundation) and British Waterways, commissioned the 'Jewellery Quarter Urban Village Framework Plan'. Following consultation this document was confirmed as Supplementary Planning Guidance to the Birmingham Plan (Unitary Development Plan).

The Plan focuses on the area's strengths - its legacy of fine industrial buildings and the close proximity to the City Centre Core and Broad Street Regeneration Area. It proposes a flexible approach towards the introduction of mixed use development, including, but by no means exclusively on sixteen Priority Site Opportunities.
